What Is Industrial Staffing?
The Big Picture: Four Staffing Verticals
At our agency, you'll work within a specific "desk" a set of clients in a domain. The four main verticals at US Staffing are:
Nurses, Allied Health Professionals
Licensed, credentialled workers RNs, LPNs, Therapists. Compliance-heavy; state nursing boards involved. High regulation, complex onboarding. Not your desk.
Engineers, Analysts, Developers
Skills-led. Remote-friendly. Often project-based. H-1B visas common. Screening focuses on tech stack, years of experience, certifications like AWS or PMP. Not your desk.
Warehouse, Welders, Operators, Forklift Drivers
Physical, shift-based work. Certification-driven for higher roles. Speed + volume + accuracy. This is what this module is all about.
Scientists, Coordinators, Quality Analysts
Degree + credential led. Compliance and sometimes clearance required. Slower fills, credential-first process. Also covered in this module.
Why Industrial Staffing Is Unique
Coming from a general background, you might think recruiting is just "find a person who fits the job." Industrial staffing is more structured than that. Here's what makes it different:
Real example: A warehouse associate role at a Honeywell distribution centre requires lifting 40 lbs and standing 10 hours per day. A candidate who works an office job currently and "wants to try warehouse work" is not a qualified candidate without that physical confirmation. Ask explicitly: "This role requires lifting up to 40 lbs repeatedly and standing for most of your shift. Are you comfortable with that?"
Rule to memorise: If the JD says "cert required" ? ask for the cert number and expiry date on the call. If the candidate says "I have it somewhere" ? do NOT submit them. You need the cert number before submission.
The mindset: Speed is how many calls you make. Accuracy is what you verify on each call. Both must co-exist.
This module will train you to mentally switch between these profiles so you never apply LI instincts to a pharma call.
Your Domain Map
Here's how the four domains on your desks compare at a glance:
| Factor | Light Industrial (LI) | Heavy Industrial (HI) | Engineering | Pharma / Biotech |
|---|---|---|---|---|
| Environment | Warehouses, fulfilment centres, cold storage | Manufacturing plants, refineries, construction sites | Buildings, plants, field sites, offices | Labs, regulated facilities, office |

Client Landscape
The Six Clients Across Three Desks
All clients on these desks are Fortune 500 or global equivalents. Every job order arrives through a VMS platform not direct email, not a phone call. The VMS is your morning starting point every single day.
Commercial & Logistics Desk
CBRE Commercial Real Estate Services
Manages commercial buildings globally. Generates LI warehouse reqs, HI forklift, HVAC engineers, Building Engineers, Civil Engineers. You'll log into Beeline every morning for CBRE job orders.
Cummins Engine & Power Systems
Global manufacturer of engines and power systems. Generates LI, HI (welders, heavy equipment ops), Construction Engineers/Managers. You'll log into Fieldglass for Cummins orders.
Enterprise Accounts Desk
Honeywell
Two active divisions: Aero (can require security clearance) and Utilities. Widest domain mix on the Enterprise Account Lead's desk. Your starting point.
BMW
Manufacturing + corporate. Very strict compliance standards. USC/GC requirements, education verification mandatory. High stakes for every submission.
HF Sinclair
Refinery and energy operations. HI-heavy pipefitters, heavy equipment ops. Safety-critical environment; OSHA compliance is paramount.
the Delivery Lead Walia / Amit Sharma's Desk
the engineering & industrial desk is the most diverse of the three spanning four domain types. A fresher may work a warehouse req in the morning and a pharma req in the afternoon. The mental switch between them must be conscious and practised.
What Is a VMS Platform?
VMS stands for Vendor Management System. When a Fortune 500 company like CBRE or Cummins wants to hire through a staffing firm, they don't call your manager on the phone. They post the job order into their VMS a software platform that all approved staffing vendors can see. Your daily workflow starts by logging into the client's VMS and reviewing new job orders.
Beeline
Used by: CBRE (the commercial & logistics desk)
Cloud-based contingent workforce platform. One of the most widely-used VMS platforms in the US. Job orders arrive with all details including req ID, pay rate, start date, and compliance requirements.
Fieldglass (SAP)
Used by: Cummins (the commercial & logistics desk)
SAP-owned contingent labour management platform. Fieldglass is integrated with SAP ERP systems, so client procurement teams have full visibility into headcount. Learn it before Day 1.
Client Internal / Multiple
Used by: the Enterprise Account Lead's and the engineering & industrial clients
Some clients use proprietary portals. Your manager will onboard you to the specific platform for each client. The principle is the same: log in ? review orders ? start sourcing.
Fortune 500 Context Why It Matters
Four Things Fortune 500 Changes About Recruiting
1. Formal Procurement VMS First
Fortune 500 companies use VMS/MSP systems. Job orders arrive through platforms not direct calls. Learn the platform before Day 1. You will never receive a job order over WhatsApp from a Cummins manager.
2. Compliance First No Shortcuts
Large clients have mandatory compliance requirements: BGC, DT, I-9, sometimes security clearance. These are non-negotiable. A candidate who fails a background check after offer is a failure that reflects on our agency, not just on the candidate.
3. Volume & Consistency One Bad Placement Costs the Account
These clients need multiple placements, repeatedly. One quality placement builds a relationship. One bad placement costs the account and your desk loses the business. The recruiter who placed the bad candidate is accountable.
4. Slower Decisions Don't Promise Quick Starts
Fortune 500 approval chains are longer. Interviews take longer. Do not promise candidates a "quick start" without confirming the timeline with your manager. Setting wrong expectations leads to candidate drop-offs and credibility loss.
Real Example: What Goes Wrong Without This Mindset
Light Industrial (LI)
What Is Light Industrial?
Light Industrial covers warehouse, distribution, and fulfilment environments. Workers are manual, repetitive, and shift-based. The barrier to entry is lower than HI (no trade licence required for most roles) but the volume and turnaround speed are the highest of all four domains.
Environment
Warehouses Fulfilment Centres Distribution Hubs Cold Storage E-commerce operations
Workforce Type
Entry-level to semi-skilled. Shift-based. High turnover industry. No trades licence needed for most roles.
Hiring Pattern
Peak season surges (Q4 holiday season). Temp-to-perm conversions. Same-week or next-week starts. Bulk orders (20+ at once).
The Warehouse Floor Zone by Zone
Each zone of a warehouse is a different job title with different responsibilities and screening questions. Understand the flow before you call so you know what each role actually does.
Flow: Receiving ? Pick & Pack ? Storage/Lift ? Outbound
LI Roles Deep Dive
Warehouse Associate
General Labour Most Common LI ReqWhat they do: General floor worker sorting, stacking, moving goods. The most frequently requested LI role. If a client has a sudden surge (holiday season, new distribution centre opening), this is the role they'll request in bulk.
Typical work environment: Large warehouse or distribution centre. Can include cold storage (requires cold-weather PPE). 812 hour shifts. Standing most of the shift.
- Picking, stacking, packing, inventory counts
- RF scanner use (experience preferred; training usually provided)
- WMS familiarity a bonus (Manhattan, SAP, Oracle WMS)
- Ability to lift 4050 lbs, stand 810 hours
- Tenure less than 1 week at multiple jobs = flag. Ask why high short-term turnover is a risk indicator
- Confirm physical lifting ability on every call (mandatory on the Enterprise Account Lead's desk; best practice everywhere)
- Check: is this a temp, temp-to-perm, or direct hire req? Confirm duration with candidate upfront
Picker & Packer
Order Fulfilment Speed-Metric CriticalWhat they do: Reads pick lists, pulls the correct SKUs (product codes) from shelving, boxes and labels orders. This is the core of e-commerce and retail distribution. Speed is a performance metric clients will often specify a minimum pick rate (e.g. 100 units/hour).
Key distinction from Warehouse Associate: A picker/packer has more specific task accountability. They're measured. The client will know if performance is below standard.
- RF scanner experience this is used to scan every item picked
- WMS experience (Manhattan, SAP) important for higher-end fulfilment centres
- Pick rate: ask the candidate what rate they've worked at previously
- Shift availability this role often has night shifts for next-day shipping
- Always ask pick rate the client will specify a minimum. Submit below-threshold candidates and the client will notice Day 1
- Confirm shift many pick & pack roles are night shift (shipments go out before dawn)
- Confirm transport to site many fulfilment centres are in industrial parks with no public transit
Shipping & Receiving Clerk
Logistics Admin Admin ComponentWhat they do: Manages inbound and outbound freight. Reconciles manifests, processes BOLs (Bills of Lading), coordinates carrier pickups. This role sits at the admin end of LI it requires computer literacy, not just physical ability.
Why it's different: This candidate uses software (Excel, WMS, sometimes carrier portals). Screening must include a computer literacy check unlike a pure Warehouse Associate role.
- BOL (Bill of Lading) knowledge can they read and verify a BOL?
- Manifest reconciliation experience
- Carrier coordination FedEx, UPS, LTL freight companies
- Excel proficiency basic at minimum
- WMS experience preferred
- Admin component always verify computer literacy. "I'm good with computers" is not enough. Ask: what systems have you used?
- Some reqs blend physical and admin duties read the JD carefully to determine ratio
The Forklift Operator The Border Role
The Forklift Operator is unique because it sits exactly on the LI/HI border. How it's classified depends on the environment and machinery type. Always confirm in the job order before screening.
Indoor / Low-Height Lifts
Electric pallet jacks in warehouse Reach trucks in distribution centres Low-height indoor lifts Example: moving pallets between zones in a CBRE-managed warehouse
Outdoor / Heavy Machinery
Sit-down counterbalance outdoor use High-reach in manufacturing plants Operating near heavy machinery Example: loading 18-wheelers at a Cummins plant
Forklift Certifications to Verify
| Cert Type | What It Covers | Transferable? | Ask On Call |
|---|---|---|---|
| OSHA Forklift (Internal/Employer-Issued) | Site-specific certification. Covers the specific equipment at that employer's site only. | NOT transferable the new client will re-certify them | "Are you certified at your current site? What equipment types?" |
| Third-Party (NCCCO) | Nationally recognised. Covers specific equipment types tested during exam. | Transferable across employers | "Do you hold an external forklift cert from NCCCO or similar?" |
| Equipment-Specific | Reach truck, sit-down counterbalance, order picker each is different equipment | Varies ask which types they've operated | "Which types of forklifts have you operated reach truck, sit-down, order picker?" |
Heavy Industrial (HI)
What Is Heavy Industrial?
HI covers skilled trades and heavy machinery roles in manufacturing plants, refineries, construction sites, and power generation facilities. These roles require years of specialised experience and formal certifications. The fill cycle is slower than LI because credential verification takes time.
Environment
Manufacturing plants Refineries Construction sites Power generation facilities Outdoor industrial yards
Workforce Type
Skilled trades Certified Years of specialised experience Strict OSHA safety protocols Often union-affiliated
Hiring Pattern
Slower fill (credential check required) Project-based or permanent Drug test always required Sometimes union affiliation required
HI Roles Deep Dive
Welder
MIG TIG 6G AWS CertifiedWhat they do: Welders join metal pieces using heat and sometimes filler material. The technique determines what they can do and at what level. Understanding these distinctions is essential clients specify exactly which cert they need.
The three levels you must know:
- MIG (GMAW Gas Metal Arc Welding): Wire-fed, production welding. Easier to learn, widely used in manufacturing. Entry-to-mid level. Used on steel, aluminium, stainless steel.
- TIG (GTAW Gas Tungsten Arc Welding): Precision welding, thinner metals, cleaner welds. Used for aerospace, food-grade stainless, artistic metalwork. Requires more skill than MIG.
- 6G: Pipe welding in an inclined fixed position the hardest weld position. A 6G cert also covers all lower positions (1G5G). This is the gold standard a 6G welder can do everything below it too. Ask for the cert number and AWS cert card.
- Ask cert number + expiry before anything else. "I have it somewhere" = end that line of questioning. Do not submit.
- Ask what materials they've welded client will specify (carbon steel, stainless, aluminium)
- Some clients require an AWS certification card in hand at interview. Confirm whether the client will retest or accepts existing cert.
Pipefitter / Boilermaker
Licensed Skilled Trade Union May ApplyPipefitters install, maintain, and repair industrial piping systems high-pressure steam, gas, chemical lines. Found in refineries (HF Sinclair), manufacturing plants (Honeywell Utilities), and power plants.
Boilermakers build, install, maintain, and repair boilers and pressure vessels. Both trades typically require a union apprenticeship (UA United Association) or NCCER certification.
- NCCER (National Center for Construction Education and Research) certification widely recognised
- Union card (UA United Association of Plumbers and Pipefitters) some plants are union-only
- Pressure vessel experience for boilermakers
- Blueprint reading ability to read isometric drawings of piping systems
- Check if the client requires union affiliation. Some plants are union-only a non-union candidate is an instant reject. Confirm with your manager before submitting.
- Ask years of experience specifically in industrial environments not just residential plumbing
Heavy Equipment Operator
Crane Bulldozer Excavator NCCCO Federal LawWhat they do: Operates large machinery on construction sites, industrial yards, and manufacturing plants. The key thing to understand: each equipment type is a separate certification. A crane operator is NOT automatically certified to run an excavator and vice versa.
Why crane is different: Crane operators are federally mandated under OSHA to hold an NCCCO (National Commission for the Certification of Crane Operators) licence. This is federal law no exceptions anywhere in the US.
- NCCCO certification (for crane operators) confirm cert number AND expiry
- NCCER (for earth-moving equipment bulldozers, excavators, graders)
- List of specific equipment types the candidate has operated
- Years of experience on each equipment type clients specify this on job orders
- NCCCO is federally mandated no exceptions, ever. Confirm the cert, confirm the expiry. An expired NCCCO means the candidate legally cannot operate a crane.
- Ask for the specific equipment make/model experience where the JD specifies (e.g., Manitowoc cranes, Liebherr)
Certifications Reference Card
Pipe weld in inclined fixed position the hardest position. Certifies for all positions (1G5G) too. Gold standard a 6G welder is fully qualified for any welding cert below it.
MIG (GMAW) = wire-fed, production welding. TIG (GTAW) = precision, thinner metals. Common in manufacturing. Most LI/HI reqs specify which type is required.
Federally required for ALL crane operators. Has an expiry always confirm expiry on every call. An expired NCCCO means the candidate cannot legally work on your req.
National standard for pipefitting, boilermaking, heavy equipment operation. Widely recognised across the US. More portable than site-specific OSHA certs.
10-hour = worker awareness level. 30-hour = supervisor level. Required on construction and refinery sites. Does NOT replace specific trade certs it's a safety overlay.
Industry-recognised welding certification body. Certifications include CW (Certified Welder), CWI (Certified Welding Inspector). Ask whether the client requires AWS cert vs. shop cert.
Engineering Staffing
What Is Engineering Staffing?
Engineering staffing covers technical roles that design, maintain, and operate built environments and industrial systems. More specialised than LI/HI. A relevant degree (civil, mechanical, electrical) is required in most cases, and many roles require a professional licence (PE Professional Engineer, EPA 608 for HVAC, etc.).
Facilities Engineering (CBRE-Heavy)
CBRE manages commercial real estate buildings globally. HVAC, Building Engineers, and Facility Engineers are core reqs that appear regularly on the commercial & logistics desk.
HVAC Engineer / Technician
EPA 608 Required FacilitiesWhat they do: Designs, installs, or maintains heating, ventilation, and air conditioning systems in commercial buildings. CBRE uses these for building operations management across their managed properties.
What HVAC covers: Temperature control systems, chilled water systems, VAV (Variable Air Volume) systems, BMS/BAS (Building Management / Automation Systems). Commercial HVAC is more complex than residential multi-floor systems with computerised controls.
- EPA 608 certification required by federal law to handle refrigerants. Ask type: Type I (small appliances), Type II (high-pressure), Type III (low-pressure), or Universal (all). Universal is preferred.
- HVAC system types: VAV, chilled water, split systems ask which they've worked on
- BMS/BAS experience the software that controls the HVAC system in large commercial buildings
- CAD experience for engineering-level (design) roles
- Ask: "Are you EPA 608 certified? Which type?" If no cert ? screen out. No exceptions.
- Commercial vs residential experience matters CBRE's buildings are large commercial facilities, not homes
Chief Engineer / Building Engineer / Facility Engineer
Facilities Management Operating LicenceWhat they do: Oversees building systems (HVAC, electrical, plumbing) and maintenance teams. The Chief Engineer is the most senior they manage the full building operations team at a client-managed property. Facility Engineer = technical operator.
Hierarchy: Chief Engineer ? Building Engineer ? Facility Engineer ? HVAC Tech. CBRE places all levels depending on the building size and client requirements.
- Operating engineer licence (SMA/BOC certification preferred for large buildings)
- BMS/CMMS (Computerised Maintenance Management System) experience Maximo, Planon
- Supervisory experience for Chief and Building Engineer levels
- Multi-system management: HVAC + electrical + plumbing together
- Confirm: does the candidate have an operating engineer licence? In some states, large buildings legally require a licenced operating engineer on site. Check with your manager.
- Team size managed clients want to know how many people this person has supervised
Civil Engineer
PE Licence Preferred InfrastructureWhat they do: Designs and oversees construction of infrastructure roads, drainage, structural systems, site grading. Both CBRE (site development) and Cummins (plant infrastructure) use civil engineers for site projects.
- PE (Professional Engineer) licence the gold standard. Requires 4+ years of experience + passing the PE exam. Licensed in a specific state.
- AutoCAD and Civil 3D standard design tools for civil engineering
- Project management experience will they be managing subcontractors?
- Site inspection and permitting experience
- PE vs EIT: PE = fully licenced, EIT = Engineer in Training (passed FE exam, accumulating experience hours). Non-PE candidates may qualify for EIT roles ask the manager before screening out.
- State-specific PE licence: A PE licenced in Texas may need to register in another state for a project. Confirm which state the work is in.
Construction Engineering (Cummins-Heavy)
Construction Engineer / Manager
Cummins Site BasedWhat they do: Plans and oversees construction projects schedules, subcontractor management, budget tracking, safety compliance. Cummins uses these for plant expansion and site development projects globally.
- PMP (Project Management Professional) or PE (Professional Engineer) certification preferred
- AutoCAD, MS Project, Primavera for project scheduling
- OSHA 30-hour construction certification
- Documented safety record client will ask about OSHA recordable incidents
- Ask project scale: budget managed, team size, project duration. Cummins expects site-level accountability vague project history is a red flag
- PMP vs PE: PMP = project management cert (from PMI), PE = professional engineering licence. These are not the same. Do not use them interchangeably on calls or in notes.
Manufacturing Engineering (Honeywell / the Delivery Lead)
Process / Manufacturing Engineer
Lean / Six Sigma Production FloorWhat they do: Designs and improves manufacturing processes efficiency, yield, quality. Works directly on the production floor to identify bottlenecks and implement improvements using Lean and Six Sigma methodologies.
- Lean / Six Sigma certification Green Belt or Black Belt preferred
- SOP (Standard Operating Procedure) writing manufacturing compliance requires documented processes
- CAD/CAM software for process design
- ERP systems (SAP, Oracle) for production data and tracking
- Confirm hands-on production floor experience not just office-based process analysis. Honeywell will probe this in the technical interview.
Quality Engineer
ISO FMEA All DesksWhat they do: Ensures products meet specifications. Audits processes, manages NCRs (Non-Conformance Reports), implements corrective actions. Works with ISO and automotive quality standards. Appears on Honeywell, Cummins, and the Delivery Lead desk reqs.
- ASQ (American Society for Quality) certification CQE (Certified Quality Engineer) preferred
- ISO 9001 (general quality) and IATF 16949 (automotive quality) experience
- FMEA (Failure Mode and Effects Analysis) used to identify and prevent quality failures before they happen
- 8D problem-solving methodology structured process for root cause analysis
- Ask: "Which quality management systems have you worked with?" Clients will probe this hard in the technical interview. Superficial answers = failed interview.
Pharma / Biotech Staffing
How Pharma Differs from Industrial
| Factor | Industrial (LI/HI) | Pharma / Biotech |
|---|---|---|
| Candidate Profile | No degree required for LI. HI = trade cert | BS/MS in Life Sciences, Chemistry, Biology, Biochemistry minimum |
| Opening Question | "Hi, I have a warehouse role $18/hr, night shift. Interested?" | "Hi, I'm recruiting for a Research Associate role BS/MS in Life Sciences required. Is this aligned with your background?" |
| First Qualifier | "Are you available this Monday?" | "What degree do you hold and in which field?" |
| Screening Focus | Physical ability, shift, certifications | GPA, research experience, lab techniques, regulatory knowledge (GMP/GLP) |
| Fill Time | LI: same week. HI: 12 weeks | Pharma: 26 weeks minimum multiple interview rounds, credential checks |
| Interview Process | 1 round, same week, often at site | 24 rounds: technical phone screen, possible panel interview, hiring manager round |
| Compliance | BGC, DT, I-9 | BGC, DT, I-9 + FDA/GMP compliance + sometimes security clearance |
| Pay Rate | Hourly, shift-based ($15$25/hr typical) | Salaried or hourly $25$50+/hr depending on level and speciality |
Essential Vocabulary Learn Before Your First Pharma Call
If you don't know these terms, a pharma candidate will immediately recognise you as inexperienced. This damages credibility before you've even asked a qualifying question.
GMP Good Manufacturing Practice
FDA-mandated set of regulations that govern how pharmaceutical products must be manufactured, tested, and controlled. GMP compliance means the facility, processes, and documentation all meet FDA standards. A candidate working in pharma manufacturing must have GMP training. If they can't define it screen out.
GLP Good Laboratory Practice
Regulatory framework for conducting non-clinical research studies. Governs how studies are planned, performed, monitored, recorded, and reported. Research Associates working in preclinical or analytical labs must be trained in GLP.
SOP Standard Operating Procedure
Written, step-by-step instructions for a recurring laboratory or manufacturing process. SOPs are mandatory in regulated environments deviating from an SOP without documentation is a compliance violation. Ask candidates if they've written or followed SOPs.
21 CFR Code of Federal Regulations (FDA)
The FDA's rulebook. 21 CFR Part 211 governs GMP for finished pharmaceuticals. 21 CFR Part 11 governs electronic records and signatures. Regulatory Affairs candidates must know these. If a JD mentions "21 CFR" you need to understand what section applies.
IND / NDA
IND = Investigational New Drug application filed with FDA to begin clinical trials on a new drug. NDA = New Drug Application filed to get FDA approval to market a drug. Regulatory Affairs professionals manage these submissions.
PCR / ELISA / HPLC / Cell Culture
Common lab techniques. PCR = amplifying DNA. ELISA = detecting proteins/antibodies. HPLC = separating and analysing compounds. Cell Culture = growing cells in a controlled environment. Research Associate JDs will list which techniques are required.
Pharma Roles Deep Dive
Research Associate / Research Scientist
BS/MS Life Sciences Lab-BasedWhat they do: Conducts laboratory experiments, runs assays, maintains lab notebooks. Entry-to-mid level. BS minimum, MS preferred for the Delivery Lead's reqs. Works in regulated (GMP/GLP) or research environments.
The difference between "Research Associate" and "Scientist": RA = typically BS with 03 years experience. Scientist = typically MS or higher, 3+ years, leads experiments independently and may publish.
- Lab techniques: PCR, ELISA, cell culture, HPLC, Western blot, mass spectrometry
- GMP/GLP training formal training in a regulated lab environment
- Lab notebook compliance proper documentation of all experimental procedures
- Industry experience preferred over academic-only lab experience
- Ask: "Are you familiar with GMP lab practices?" If they respond "What is GMP?" screen out immediately for regulated pharma roles
- Academic lab ? industry experience. Many new graduates have lab skills from university but a university lab is not GMP-compliant. Probe: "Have you worked in an industry lab or only academic?"
Process Development Engineer
MS/BS Chem/Bio Engineering Scale-UpWhat they do: Takes a process that works at bench scale in a lab and scales it up to manufacturing-level production. Works with bioreactors, purification systems, and batch record documentation. Critical in biotech/pharma manufacturing operations.
- Bioreactor experience different types: stirred tank, wave bioreactor
- Downstream processing purification after the biological process (chromatography, filtration)
- Tech transfer experience moving a process from R&D to manufacturing
- Batch record documentation mandatory GMP compliance document for every production run
- Confirm bench scale vs manufacturing scale experience. Some candidates have only academic or small-scale lab exposure this is fundamentally different from manufacturing-scale process development
- Ask specifically: "Have you worked on tech transfer projects?" This is a specific skill, not just general lab experience
Regulatory Affairs / QA Analyst
High Accountability FDA Knowledge RequiredWhat they do: Manages FDA submissions, maintains compliance documentation, supports regulatory inspections and audits. The QA Analyst focuses on quality systems and audit readiness. Regulatory Affairs focuses on the submission process and regulatory strategy.
Why this is high-accountability: A mistake in an NDA submission or an audit failure can delay a drug's market entry by years and cost a company millions of dollars. These candidates are detail-oriented and compliance-obsessed by training.
- FDA regulations: 21 CFR Part 11 (electronic records), Part 210/211 (GMP for pharmaceuticals)
- IND and NDA submission experience have they prepared or supported regulatory submissions?
- Audit experience have they supported or responded to an FDA inspection?
- Systems: TrackWise (CAPA management), Veeva (document management) industry standard
- Ask: "Have you written SOPs or supported an FDA inspection?" Vague answers ("I've been involved in quality work") = follow up with specifics before submitting
- This is a specialised role a generic QA background from manufacturing (IATF, ISO) is different from pharmaceutical regulatory compliance. Clarify which environment they come from.
Pharma Candidate Profile Strong vs. Red Flag
- BS/MS/PhD in Life Sciences, Chemistry, Biology, Biochemistry, Chemical/Biomedical Engineering
- GPA 3.0+ (for junior/entry roles)
- Specific lab techniques listed: PCR, HPLC, ELISA, cell culture, mass spec
- GMP/GLP training or formal internship in a regulated environment
- Industry experience at a pharma/biotech company (not just academic lab)
- Publications or poster presentations (for senior/specialist roles)
- Non-science degree applying for a lab role
- Only academic lab experience no industry or regulated environment
- Lab techniques listed vaguely: "familiar with PCR" probe depth of experience
- GMP listed on resume but can't define it on the call
- Multiple short stints (<6 months) across pharma companies ask why
- No mention of SOPs or documentation especially problematic for regulatory roles

Universal Screening Framework
Layer 2: Domain-Specific Questions added after the universal checks based on the req type.
Layer 1: Five Universal Checks
Work Authorisation
This is your first hard qualifier. If the candidate is not work-authorised for this specific req end the call professionally. There is no "maybe" here.
Availability & Start Date
Confirms whether the candidate can actually start when the client needs them. An otherwise-perfect candidate who can't start for 6 weeks is not a match for a same-week LI req.
Location & Commute
Ensures the candidate can physically get to the job site consistently. A candidate who "can try" commuting 90 minutes each way is a Day-2 dropout risk.
BGC & Drug Test Consent
Every client on these desks requires a background check and drug test. Do NOT wait until after the offer to mention this. Surface it early if the candidate hesitates, probe gently before wasting everyone's time.
If hesitation: "Is there anything that might come up that we should be aware of before I submit you?" Document the answer in Ceipal notes.
RTR Right to Represent
RTR is your legal confirmation that the candidate has given the agency permission to represent them to a specific client. No RTR = No Submit. This is non-negotiable across all desks and all domains.
Layer 2: Domain-Specific Screening Questions
After completing all 5 universal checks switch to the domain column for your specific req type:
LI Domain-Specific Questions
- Shift preference day/night/weekend? Confirm explicitly: say "night shift."
- Transport to facility do they have a car? Is there a shuttle? (the Enterprise Account Lead's clients have a shuttle from a nearby hub on some reqs)
- Physical ability "This role requires lifting up to [X] lbs and standing for most of your shift. Are you comfortable with that?"
- Pick rate if picker/packer req: "What pick rate (units/hour) have you worked at in your last role?"
- Forklift cert type if forklift req: "What type of forklift are you certified on? Electric pallet jack, reach truck, sit-down counterbalance? Do you have your cert card available?"
HI Domain-Specific Questions
- Certification number + expiry: "Can you read me the cert number and expiry date from your card?"
- Which cert specifically: "Are you MIG, TIG, or 6G certified? AWS-certified?"
- Safety record: "Have you had any OSHA recordable incidents in your career?" (Client will ask this at interview)
- Own tools: some welding/pipefitting clients require candidates to bring their own tools confirm with the job order
- Union affiliation: "Are you affiliated with a union? Are you a UA member?" required for union-only plant sites
Engineering Domain-Specific Questions
- Degree + field: "What degree do you hold and in what discipline?"
- PE licence or PMP: "Are you a licenced Professional Engineer? In which state are you licenced?" or "Are you PMP certified?"
- Specific software: "What CAD tools have you used AutoCAD, Civil 3D, Revit, SolidWorks?"
- Site vs office: "This is a site-based role. Have you worked on active construction or industrial sites before?"
- Project scale: "What's the largest project (by budget or team size) you've managed or contributed to?"
Pharma Domain-Specific Questions
- Degree level: "What degree do you hold and from which institution? What was your field of study?"
- GMP/GLP: "Are you familiar with GMP and GLP? Have you worked in a regulated lab environment?"
- Lab techniques: "Walk me through the specific lab techniques you've used PCR, HPLC, ELISA, cell culture?"
- FDA/audit experience: "Have you written or followed SOPs? Have you supported an FDA inspection or audit?"
- Security clearance: "Do you currently hold any security clearance?" for the Enterprise Account Lead/Honeywell Aero reqs
Objection Handling The ARA Framework
The ARA Framework Explained
Acknowledge
Validate the concern. Don't dismiss it. The candidate needs to feel heard before they'll listen to a reframe. Be genuine not scripted-sounding.
Reframe
Provide a new piece of information that changes how they see the situation. Don't argue redirect. Find the value that addresses their specific concern.
Ask
Close the loop with a specific question that moves the conversation forward. Create a small commitment. Don't leave the objection open-ended.
ARA in Practice Common Objections
Commercial & Logistics Desk
CBRE
Commercial Real Estate Services. Manages buildings globally. Your reqs: Warehouse Associates, Forklift Operators, HVAC Engineers, Building Engineers, Civil Engineers. Log into Beeline every morning before Ceipal for new CBRE orders.
Cummins
Engine & Power Systems manufacturing. Your reqs: Welders, Heavy Equipment Operators, Forklift Operators, Construction Engineers/Managers. Log into Fieldglass (SAP) for Cummins orders.
Three Mindset Pillars for Commercial & Logistics Desk
?? Night Shift Clarity
Many reqs on this desk are night shift. Say "night shift" explicitly on every applicable call. If a candidate declines Day 1 because they weren't told it's a recruiter error, not a candidate error. Log verbal confirmation in Ceipal notes.
?? High-Volume Calling
This is a calling desk. Target: 4060 meaningful outreach attempts per day during your ramp period. Ceipal logs all activity use it. Speed matters AND accuracy matters. Do not sacrifice one for the other.
?? Set the Vision
Before ending every call, say: "This is a temp-to-perm role clients regularly convert strong performers. Your first 30 days are your interview." Motivated candidates who see a future reduce early attrition on client sites.
The Buddy-Up Rule Commercial & Logistics Desk Only
Why This Rule Exists
Friends who work together: leave together when one resigns, arrive late together, take longer breaks, create sub-groups that disrupt team dynamics. One friendship placed carelessly can cost two headcount overnight.
How to Detect Buddy-Ups
On the call, ask: "How did you hear about this role? Do you know anyone else who applied?" In Ceipal: flag referral source. If two candidates list the same referrer flag before submitting both.
What to Do
Place one, not both even if both qualify. If there are two openings: submit to different shifts or different sites. Document your decision in Ceipal notes. Inform your Account Manager before submitting the second candidate.
Engineering Reqs on Commercial & Logistics Desk
CBRE and Cummins generate engineering reqs in addition to LI/HI. You may get both types on the same day. The mental switch matters:
Engineering mode: Call quality + credential depth. 24 week fills. Technical questions required.
| CBRE Reqs (Facilities Engineering) | Cummins Reqs (Construction Engineering) |
|---|---|
| HVAC Engineer/Technician (EPA 608 required) | Construction Engineer (PMP or PE preferred) |
| Building/Chief/Facility Engineer (Operating engineer licence preferred) | Construction Manager (site-level accountability) |
| Civil Engineer (PE licence preferred) | Process/Mfg Engineer (Lean/Six Sigma preferred) |
| Quality Engineer (ASQ, ISO 9001/IATF 16949) |
Enterprise Accounts Desk
Fixed Pay Rates How Enterprise Accounts Desk Works
- Pay rate is stated in the job order do NOT negotiate it
- Quote the rate directly to the candidate on the call
- If candidate pushes back: use ARA rate is non-negotiable
- Focus energy on matching skills and compliance, not rate calculation
- No markup formula needed rate is the rate
- Bill Rate (BR) is set by client recruiter calculates Pay Rate (PR)
- Formula: PR = BR Markup
- Example: BR = $45/hr, Markup = 1.45 ? PR = $45 1.45 = $31.03/hr
- Markup covers margin, taxes (FICA), benefits, overhead
- Never quote the Bill Rate to the candidate only the Pay Rate
USC/GC The Work Authorisation Rule
| Status | Eligibility | Action |
|---|---|---|
| USC US Citizen | Accepted | Ask: "Are you a US citizen?" ? Confirm with documentation (birth certificate preferred) before submission. |
| GC Green Card (Permanent Resident) | Rare Case by Case | Ask: "Do you hold a Green Card? What is the expiry date?" Confirm with the Enterprise Account Lead before submitting. |
| Dual Citizenship | NOT Acceptable | Ask: "Do you hold any other citizenship in addition to US?" If yes do NOT submit without explicit client approval. |
| H-1B, OPT, EAD, TN, L-1, F-1 | NOT Eligible | End the call professionally: "This role requires US Citizenship I don't have eligible reqs for you at this time." |
Document Collection the Enterprise Account Lead's Requirements
| Document | Who Needs It | When | Script to Use |
|---|---|---|---|
| Birth Certificate | USC candidates | Before submission to client | "For this client, we need a birth certificate to verify citizenship. Can you email a scan today?" |
| Education Verification | All degree-level roles | Before submission | "Can you share your official transcript or degree certificate? The client verifies education level." |
| Naturalisation Certificate | Naturalised citizens | Before submission | "If you were naturalised, we'll need your naturalisation cert. Do you have it available?" |
| Green Card Copy | GC candidates (if accepted) | Before submission | "Can you share a copy of both sides of your Green Card, including the expiry date?" |
| Government-Issued Photo ID | All candidates | At offer/BGC stage | Standard I-9 process driver's licence or passport. Client BGC will verify. |
7-Step Submission Process
RTR Confirmed
Right to Represent email sent during the call. Candidate must reply before submission. Confirm verbally AND by email both are required.
Original Resume Collected
Candidate's own unformatted resume must be on file in Ceipal. Do not submit without it.
Resume Formatted
Create a clean formatted version per the agency's template. Remove personal contact details as per client protocol.
Candidate Consent Call
Verbally confirm on the call: "I'll be formatting your resume and submitting to the client. Are you okay with that?" Log confirmation in Ceipal notes.
Candidate Consent Email
Send a follow-up email to the candidate confirming submission details: client name (if permitted), role title, pay rate. Candidate reply = consent on record.
Internal Submission to the Enterprise Account Lead
Submit RTR + original resume + formatted resume to the Enterprise Account Lead for review and approval BEFORE any client-facing submission. This is a quality gate.
Client Submission via VMS
Only after the Enterprise Account Lead's approval: submit RTR + formatted resume through the client VMS or submission portal.
Security Clearance Orientation
| Level | Processing Time | What It Covers |
|---|---|---|
| Confidential | 13 months avg | Entry level. Access to info that could cause damage if disclosed. Some Honeywell reqs. |
| Secret | 36 months avg | Access to info causing "serious damage" if disclosed. Most common in aero/defence staffing. |
| Top Secret (TS) | 618 months avg | Some Honeywell Aero reqs. Candidate must have NO dual citizenship. |
| TS/SCI | 1224 months avg | Rare. Full polygraph possible. Always confirm with the Enterprise Account Lead before screening. |
Engineering & Industrial Desk
Mechanical, Civil, Process, Manufacturing, Quality Engineers
Degree + licence/cert required. LinkedIn + Dice sourcing. Strong Boolean skills essential TSTE framework before every session.
Warehouse Associates, Forklift Operators, Shipping/Receiving
Same LI framework as the Account Manager. High volume. Apply same screening: shift, transport, physical, pay, RTR. Night shift clarity mandatory.
Administrative Assistants, Coordinators, Data Entry
Soft skills + MS Office + attention to detail. Different call tone professional but conversational. Resume structure matters more. Communication quality is screened.
Research Associates, Process Engineers, QA/Regulatory
BS/MS science graduates. COMPLETELY different process. Do not apply LI instincts here. Credential-first, then skills, then availability.
Pay Rate Calculation Engineering & Industrial Desk
Unlike the Enterprise Account Lead's desk (fixed rates), the engineering & industrial desk requires you to calculate the Pay Rate from the Bill Rate:
PR = $45  1.45 = $31.03/hr
The markup covers: the agency's margin + FICA taxes + benefits overhead.
Never quote the Bill Rate to the candidate. Always quote the Pay Rate.
Practise this calculation until you can do it in your head in 5 seconds. Your manager may ask you to verify a rate on a live call.
Boolean Strings for Engineering & Industrial Desk
(engineer OR "engineering manager") AND (mechanical OR civil OR "process engineer") AND ("AutoCAD" OR "SolidWorks" OR "Revit") NOT intern
("research associate" OR "research scientist") AND ("GMP" OR "GLP") AND ("PCR" OR "HPLC" OR "cell culture" OR "ELISA")
("regulatory affairs" OR "QA analyst") AND ("FDA" OR "21 CFR" OR "NDA" OR "IND") AND ("pharma" OR "biotech" OR "medical device")
Calling Mindset Engineering & Industrial Desk
Volume Discipline
the engineering & industrial desk = heavy calling. Target: 4060 outreach attempts per day during ramp. Ceipal tracks every interaction use it. Quality matters, but volume creates the pipeline. You cannot close if there's no pipeline.
The Mental Switch
Before each call know which domain you're in. LI call: quick qualifiers, shift, physical, pay. Pharma call: degree first, lab techniques, GMP. Never mix the two approaches on the wrong call.
Domain Cheat Sheet
?? Light Industrial (LI)
?? Heavy Industrial (HI)
?? Engineering
?? Pharma / Biotech
Universal Rules All Desks, All Domains
?? No RTR = No Submit
Right to Represent email must be confirmed before any submission. No exceptions. On enterprise MSP accounts: verbal AND email confirmation both required.
?? Ceipal First
Always search Ceipal before any external platform. Hotlists = warm candidates = fastest fills. External posting costs time and money.
?? ARA on Every Objection
Acknowledge ? Reframe ? Ask. Never argue with a candidate. Never dismiss a concern. Redirect with new information and a specific next step.
?? PR = BR Markup
For markup-based desks (the Account Manager/the Delivery Lead). Never quote the Bill Rate to a candidate only the Pay Rate. Practice until this is instant.
?? USC/GC Only (Enterprise Accounts Desk)
the Enterprise Account Lead's clients accept only US Citizens and occasionally Green Card holders. All other statuses (H-1B, OPT, TN, EAD) are not eligible. Dual citizenship not acceptable.
?? Night Shift = Say It Exactly
Always say "night shift" explicitly not "late evening," "second shift," or "evening availability." If a candidate drops Day 1 due to shift confusion it's a recruiter error.
